Bay City Recreation Area Bay City State Recreation Area is located on the shores of Saginaw Bay. This area is popular for its freshwater and coastal wetlands on the Great Lakes, the Tobico Marsh. Bay City State has a mile of sandy shoreline and over 2,000 acres of wetland woods, wet meadows, cattail marshlands and oak savannah prairies, which makes it a haven for migratory birds.
